A review of lamp checks, stall arrival cards and branch closure marks finds a gap between the total in the public summary and the conditions recorded at the lower market loop. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: one lamp is switched off during a ventilation check.
The lamp checks, stall arrival cards and branch closure marks lists 18 stalls reached by an open public route; the previous window lists 20. Kip Copper checked both against check-out slips compared with the handoff mark at the next station. The source was checked against a second copy held by Tikka Reed. No dated correction to either copy was present when the comparison closed.
The route board is updated after each check. Sellers ask for the next branch to be marked before the light goes out. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide how sellers can move goods when the marked market route passes a temporary closure.
The clerk attaches the current passage map and the last change card. The Year first, deep rest window 1 file remains open for its scheduled decision. The route keeper will post the ventilation window beside the market map.
