Start with sealed mail lists, transfer marks and the ridge carrier book. It is the source used to decide how a sender checks a packet that changes hands between the tunnel and ridge routes; it is not the decision itself. The rule only works if the source describes conditions at the mail branch between Underway and Flint Ridge.

Known: the current file counts 73 sealed packets with a mark at both route transfers, compared with 67 in the prior window. Afield walk checks the route from entry point to final branch. The entries have dates and a named clerk.

Disputed: The tunnel office counts a packet at dispatch. The ridge office counts it after the seal is checked. One side emphasizes the posted total; the other points to the packet list is copied before the ridge carrier accepts the seal.

Why it matters: the decision determines which residents can rely on the service and which staff must carry out the change. The file does not settle that by itself.

Next: The Year fifth, store season window 1 file remains open for its scheduled decision. The next list will carry one seal mark from entry through final handoff.
